Short Version:
3DS owners on firmware 9.3+ will soon have the ability to downgrade their firmware to a more exploitable version, such as 9.2. See the links at the bottom of my post to learn how to install homebrew.

Long Version:
Finally, after 3,000 years, 3DS owners on firmwares above 9.2 will gain the ability to downgrade their firmware to 9.2 or below, thus giving them the ability to install .CIAs, the ability to back up their NANDs, and full control over the console.
There are currently multiple exploits being worked on, the most notable being memchunkhax2. Ignoring the awkward naming, this exploit works on ALL current firmware versions, New 3DS and Old 3DS. Memchunkhax2 grants access to the 3DS kernel11, which allows users to install legitimate .CIAs, downgrade firmware, and a lot of cool stuff. This exploit is expected to be released to the public soon, as there are many talented people working on this project and they are making quick progress.
SNShax is an exploit that works only on N3DS firmware 10.2 and below. It allows users to downgrade and install legitimate .CIAs, but it does not grant access to the 3DS kernel, unlike memchunkhax2.
Ntrcardhax is an exploit that requires special hardware to run, and it is a kernel9 exploit, which means it can be used for piracy (let's be honest here, that's the only thing we really care about). It is not recommended for the average user due to the fact that downgrading to 9.2 can allow you to pirate without special hardware.

This sounds pretty awesome, doesn't it? Free games and full control over your console. In order to install these exploits, you're going to need a homebrew entrypoint. Previously, the only entrypoints on 10.1+ were Ocarina of Time and Ironfall, which required you to have access to homebrew (or powersaves) in the first place to install. Recently, new versions of the browser exploit and home menu exploit have been released, meaning you can now install homebrew without OoT or Ironfall.
The future is certainly looking bright for 3DS users. Nintendo will patch all of this as quickly as they can, which means you should hurry up and install an exploit.

Buy a 2DS. They're pretty inexpensive and usually come with 9.2, which is fully hackable.
