Terra, Terra (Armor), Aqua, Ventus, Eraqus, Eraqus (Armor), Yen Sid, Mickey, Vanitas, Sora, Riku, Kairi, Lea, Roxas, Xion, Xehanort (Old), Xehanort (Young), Xehanort (Armor), and Xemnas.

with the non-confirmed members of the XIII Hearts of Darkness all being implied to have Keyblades as well, bumping the list to include the Org. XIII members present at the end that have not been named.

That bumps the list up further.

Taking in the Non-deceased Keybladers, Eraqus, Vanitas, Xion, Roxas, and Namine would be removed, so not much.

Taking out the Armors, that removes 3 more.

That's still a truckload of Keybladers.
