I found him! You need to get exactly 148 stars and get on the castle by running around the canon 333 times. You will be teleported in the canon.
Then shoot yourself in the left side of Peach's face and then you will die but spawn in the back black box. Then Waluigi will come out and rape you.
The game will freeze and once you start it up again, your save file will be deleted BUT you will start as Waluigi.
