This once happened to me. The date on my 3DS was wrong though.

Run through all the basics first, though.
Check that your information is correct (password, username).
The date. (The time doesn't matter)

If it still doesn't work, try again tomorrow. It can just be a minor problem.

^ Big credit to you. You helped me sort out the problem with my sister's DSi.

TIME & DATE. Set it right on your DSi, or the cookies expire and never happen, thus logging you out.

I am having a similar issue. However, I cannot chat. when I enter the chat, and type something. After I hit send, it comes up with a message above saying “Please Login!” I find this very iritating. Please help me out.
