This is for Windows 7. It may work for other operating systems, but it also may not.
First, you want to download the texture pack. It's easy to do. Next, you want to do to your downloads folder, and find your new Texture Pack. You want to right-click the folder, then click "Extract all". Don't worry, it won't do anything to your computer.
Now, if you had it set to "show folders when done extracting", then excellent, you made it a bit easier. If not, find the new folder it created. Make sure it isn't a .zip folder.
Go back to the downloads page, and right click yoir new folder. Click Copy, then open up Minecraft. Log in, then go to Texture Packs. Click "Open texture pack folder", then in the new window that opened, click "paste".
