Permission is something you seek BEFORE doing something, not afterwards. You probably wouldn't go through your mother's purse and use your parent's credit card to buy a new flatscreen TV...why? Because you need their permission to use their personal belongings, in this case, their money.

If you want to set up an RP where you can use other people's OCs, that's fine...as long as whomever joins your RP understands and consents to it. Even if they consent and mid-RP they change their mind, resulting in revoking their permission to let you use their OC....you have to respect that. You can kick them out of your RP at that point if you want, but you can't hold someone's OC hostage just because they consented at one point. Your RP is protected by the rules, too (in this case, joining someone's Rp without permission)...if they don't want play by your rules, you're not forced to let them, but you have to follow the site rules too.

No one is saying you can never control someone else's OC, the rules only say you need permission and consent from the source itself before doing so. Your parents might give you permission to use their credit card to buy that flatscreen, but that doesn't mean they've given you permission to use their credit card to keep buying things.
